As a concerned business owner, back by the entertainment community - we are asking for immediate help and coordinated enforcement from the California Department of Alcoholic Beverage Control and the San Francisco Police Department, which has the ability to operate in the later/early hours. There are ongoing, unpermitted events at the location below involving illegal alcohol sales to minors (17–20 years old), and the situation needs to be addressed right away.

Based on firsthand observations, eyewitness accounts, video evidence, and prior complaints, we believe the promoter/operator Jay Alves | JJKØ (BRA), aka “JJ” (associated accounts: @50shadesofjayja, @nyxlatenight, @twoamafters, @utopianseries) along with the business owner identified on the entertainment permits for after hours as DBA “Castle SF,” is operating 18+ rave events that involve illegal alcohol service, underage drinking, consumption of other controlled substances and unsafe conditions.

These events routinely operate after 2:00 AM and into the early morning hours on Friday - Saturday and Saturday - Sunday (approx. 2:00 AM – 6:00 AM), outside normal business hours, when ABC investigators and SFPD are the only agencies capable of real-time enforcement. To witness the violations, agencies must be present during these late-night hours.

Below is an opportunity to witness the violations at the 150 San Bruno address.

Core Alcohol & Minor Violations (Primary Enforcement Issue)

Observed Conduct Enforceable by ABC

  • Alcohol sold and furnished without a valid ABC license

  • Alcohol furnished to minors (17–20 years old), including visibly intoxicated individuals

  • Alcohol concealed in soda cans and poured on site to avoid detection

  • Alcohol transported and stored in a private vehicle, then brought in as needed during operations

  • Money collected at the door, conferring the right to purchase alcohol after 2:00 AM

  • Reports of drug sales occurring on-site

Applicable Law

  • Business & Professions Code §23300 – Prohibits sale or furnishing of alcohol without a license

  • Business & Professions Code §25658(a) – Furnishing alcohol to persons under 21 (misdemeanor)

Charging admission in connection with alcohol service, unlicensed sales, and service to minors independently justify immediate cessation of alcohol service, seizure of alcohol, and formal ABC enforcement action.

SFPD has independent and overlapping authority to enforce criminal statutes and Police Code violations that directly support ABC enforcement, particularly overnight when other agencies are unavailable.

Observed Conduct Enforceable by SFPD

  • Unlicensed alcohol sales and underage drinking (misdemeanor offenses)

  • Failure to provide lawful security, creating risk of weapons and contraband

  • Ongoing violations after notice and repeated community complaints

  • Suspected on-site drug sales and disorderly premises

Applicable Law

  • SF Police Code §1060.31 – Failure to maintain and follow an approved security plan

  • California Penal Code §272 – Contributing to the delinquency of a minor

  • California Penal Code §836 – Warrantless enforcement authority when violations occur in an officer’s presence

Critical Point:
Because these events occur between 2:00 AM and 6:00 AM, ABC acting jointly with SFPD is the only realistic enforcement path with an opportunity to shut down illegal alcohol service to minors (18-20 year old) in real time, secure evidence, and prevent injury or loss of life to minors.

Requested ABC-Centered Enforcement Actions

We respectfully request the following ABC-led actions, with SFPD support:

  1. Immediate ABC investigation into unlicensed alcohol sales and furnishing alcohol to minors

  2. Joint ABC–SFPD late-night or early morning operation to observe and document violations in real time

  3. Immediate cessation of alcohol service and seizure of alcohol upon confirmation

  4. Referral to SFPD and City Attorney / DA for criminal and nuisance enforcement

  5. Coordination with SFFD and SFDPH for concurrent life-safety and health enforcement

Closing

Our goal here is to stop something bad from happening, not to punish anyone. When alcohol is being sold illegally to 17–20 years old are drinking, drugs are present, places are overcrowded, and security isn’t trained—especially after 2:00 AM—it’s a serious and avoidable danger. This kind of activity hurts responsible businesses and puts guests, neighbors, and first responders at real risk.

We appreciate ABC stepping in to keep people safe, and we’re ready to share videos, witness accounts, event promotions, and ticket records to help move this forward quickly.
